You didn't follow the correct procedure. Oracle_home should be set in the registry in hklm\software\oracle, and your value is incorrect anyway (should be c\orant). If you don't have a backup of your registry, you probably need to reinstall Oracle as well. As long as you don't choose to install the starter database, your current data will not be destroyed. Also you specified an incorrect value for Oracle_sid, it should be ORCL. However, again this should be in the registry, and you set Oracle_sid manually only if you have multiple instances.
