NLS_LANG is a system environment variable in NT (right-click on my computer and click the environment tab).

You should be able to check the value by typing 'set NLS_LANG' at a dos prompt. Like below:

  C:\>set NLS_LANG
  NLS_LANG=American_America.utf8

If it's not set, set via the system properties. In my experience, setting it here as a system variable (vs user variable) is the way to go.
