Here are some ideas:

Data modeling tools: Erwin, Embarcadero ER/Studio, Oracle Designer, etc

Monitoring/administration tools: Embarcadero DBArtisan, Quest iWatch/Spotlight, OEM, OEM w/Tuning Packs, BMC, etc

UNIX shell scripting, SQL, PL/SQL, (java jdbc - not imperative, but useful if you are supporting java developers, I suppose the same would hold true for other languages, but I've only worked with java developers)

Misc: Excel (useful for sizing databases), vi or emacs

That's my 2 cents
