In Oracle 8 Spatial Cartridge there are no in built geometry calculation functions only geometry interaction functions (ie: sdo_relate which gives inside, overlap etc.). This is still generally the same in Oracle 8i Spatial, just that the geometries are now objects and there is a buffer function/operator sdo_within_distance and few o other extras.

If you are using planar coords (meters, feet etc.), simple pythagorous will get you the distance. However ellipsoidal coords (latitude, longitude) requires a bit more complex calculation and it depends on how accurately you want to calculate the resulting planar distance
