icd vector not found

hi, all

I encountered the following error messages when I use sqlplus by user system. and the following error message just belong to user system. it seems the error doesn't impact the application but i still wonder if someone can help me get rid of it.

ACCESS PACKAGE: DBMS_APPLICATION_INFO ERROR ERROR:

ORA-06509: PL/SQL: ICD vector missing for this package
ORA-06512: at "SYSTEM.DBMS_APPLICATION_INFO", line 37
ORA-06512: at line 1
