Check the setting of the 'job_queue_processes' parameter.
In SQL*Plus, type


    show parameter job_queue_processes


This parameter is set in INIT.ORA and needs to be set to > 0 so Oracle
starts a snapshot process that schedules and executes DBMS_JOBS.
