Recovery Manager - Can't connect to target

I can't seem to figure this out.

I have 2 - 8.1.6 instances (ORCL, RMAN) one machine. I can connect to both over my network (so no network probs). RMAN has only one user - RMAN, outside of sys and system, and in the RMAN schema I've installed the recovery catalog.

The ORCL instance is my regular development instance.

When ORACLE_SID = ORCL

I can:
# rman

RMAN> connect target /
RMAN> connect catalog rman/rman_at_rman

When ORACLE_SID = RMAN
I can:
# rman

RMAN> connect catalog /
or
RMAN> connect catalog rman/rman_at_rman

But when I
RMAN> connect target sys/sys_at_orcl

RMAN-00571: ===========================================================
RMAN-00569: =============== ERROR MESSAGE STACK FOLLOWS ===============
RMAN-00571: ===========================================================
RMAN-04005: error from target database: ORA-01017: invalid username/password; logon denied

or

RMAN> connect target system/manager_at_orcl

RMAN-00571: ===========================================================
RMAN-00569: =============== ERROR MESSAGE STACK FOLLOWS ===============
RMAN-00571: ===========================================================
RMAN-04005: error from target database: ORA-01031: insufficient privileges

What gives???

And if anyone could suggest som recovery manager reading (I've read the recovery manager users guide - but it ain't too good)
