LOBs are stored in CHUNKs, the CHUNKSIZE can be set only when you create the table holding the LOB.
All LOB blocks are 100% full, and pctused/pctfree do not apply. Instead there is a PCTVERSION defined at create time that specifies the percentage of the currently used volume of the lob segment that may be used for retaining out of date copies of LOB CHUNKS.
