not 'normal' application tables structure

Hi
I'm participating in database/internet project and we decide that our tables will not looks like (normal type):

Id,atr1,atr2 ....

but all attributes will have another record rec1 id
rec2 atr1
rec3 atr2 ...

Does anybody have don it before?
What do you thing about this idea ?

Please answer if have any idea ...
