When you installed Oracle Fin Apps 11.0.3, you either took the defaults for the DAD
(database access descripter) which connects the OAS 3.0.x Web server to the database backend, or you did the one hour install, in which case all of the userids
and passwords should be correct. Is the database listener running(can you tnsping
your database alias)? Can you connect to the admin port(http://yourhostname.com:8888)?
If so, read the docs for configuring the Web Server and the listener. You never mentioned
what platform you were running, so these are some general steps to check. If you have
Metalink support, even if only Bronze, search on some of the words in your error
message and you should find some other folks who had the same problem (could be as simple as an error in the tnsnames.ora file on the mid-tier or database server)
