Read up on:

setting os_authen_prefix in init.ora ( "" is a good option, but you may want something else)
setting sqlnet.authentication in sqlnet.ora ( this tells sqlnet to use external authentication services ... NTS is the one you're interested in)
creating users identified externally. (only users created this way can log in without providing credentials.)
