Go to your Services......find it........and start it. Once you do this when you run the OEM console the first time you will be asked to "log in" to the management server

The default name and password for this is sysman/oem_temp

you will be asked to change that the first time in.

Oracle recommends starting the OMS manually and it is set to manual. Dont bother setting it to automatic, its not always successful.
