Oracle management server problem

I have instaled Oracle 8i (8.1.6) personal edition on my machine
and Enterprise tools 2.1.0



Some tools (export/import tools, emterprise management console, performance
manager,..) don't want to start without management server.
How can I start it ?


Is there any documentation about this ?
