To create a clean machine in NT requires that you take out the sledgehammer. Here are steps that Oracle provided me with:

  1. Delete the database and NT service
  2. Uninstall everything you can with the Oracle Installer
  3. Delete HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE
  4. Delete HKEY_LOCAL_MACHINE\SOFTWARE\ODBC
  5. Remove all keys under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services that begin with 'Oracle'
  6. Remove all keys under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Eventlog\Application that begin with 'Oracle'
  7. Remove the %ORACLE_HOME% path and JRE path from Control panel - System - Environment
  8. Reboot your machine
  9. Delete your Oracle directories
  10. Delete C:\Program Files\Oracle
  11. Delete icons

What could be simpler?
