Take a look into init.ora file. There is a parameter called job_queue_processes. It should be non-zero to enable any backupground jobs to be started. You have to restart oracle. Also issue ps -fea|grep oracle (in UNIX) to see if there is background processes running. They are ora_snpxx_SID.
