Database location

I have an associate working with Oracle 8.1.6 on Windows 2000 Server. I am wondering if there are any gotchas associated with locating a database on a different partition than the Oracle program files. After creating a database on a different partition the service hung "Starting". I had to delete the service, it would not respond to control request from the GUI or command line.
