TNS-12560- Protocol Adapter Error

I am getting into Oracle database administration cold.  I was able to
install the Oracle8i Enterprise Edition Version 8.1.6 on a Solaris
platform, but everytime I have tried to create a database, I get a
TNS-12560- Protocol Adapter Error, and cannot create the database.  Any
assistance is appreciated.
