Single CPU NT servers with 7 instances would slow down if they were pretty active, but on a multiple CPU server I would't see any problem either, having run exponentially larger databases myself, as long as there is spare CPU cycles and free memory, Oracle will run quite happily given any number of instances up until the point where NT will spend too much time scheduling rather than user CPU cycles.
