U're really new, no doubt.

(1) Forget about purchasing (minimal standard edition price is in 100s of USD). Go to see on http://technet.oracle.com, there is a developer licence for free (u only have to register).

(2) Win 98 to learn Oracle isn't a good idea : u need to have Win NT, Win 2000 or Linux (Win98 doesn't have "services")
