Oracle and the Internet

I have to look at possible solutions for connecting to a remote Oracle database over the Internet. One idea is a VB client application. I am also open to other solutions at this point. Can anybody help me out with gathering information on this? Point me in the right direction? I am exploring ADO/VB Client scenario, but am unclear if I can connect through the Internet. Security is also important. Should I be looking at another method?
