ORACLE 8i installation/configation issues

Installed ORACLE 8i server on NT 4.0 machine. Installed Oracle administrator Client on an other NT machine. On the client installed also Oracle Procedure builder.

Client can connect to the server using SQL+, DBA studio, but can not connect using Oracle Procedure Builder ( TNS: could not resolve service names ?)
Connecting to the same service name and same Oracle server.

Any idea what is wrong ?
