Judy,

Look in the listener.log for more info.

Offhand I would guess that your SQL*Net is not properly configured.

Make absolutely sure that parentheses and stuff and hostnames and aliases are correct in the tnsnames.ora file and in the listener.ora file on the Server where the RDBMS is installed.
