Need help or advice running the Oracle8i Navigator in OEM-2.1

Hello, I am working on developing an Oracle Database for Federal DB Users. When I try to run the Discovery Wizard in Oracle Enterprise Manager I get an error . The error states that no Oracle object is found on the current node. When I check Oracle8 on the SUN UNIX system I notice that the install is in a sleep node. How can I run or bring up the Oracle GUI Program from the terminal ? What command should I use and do I need to use Net8 to set a Live Oracle8 deamon to be seen by the Oracle Enterprise Manager running on NT4 SR4. Any professional assistance on this issue will be greatly apprectiated.
