Jasmine,
"any MULTI-Byte character set" will only work if all desired languages are a sub-set of the chosen character set. I would guess that you will need Unicode ( UTF-8 ). If you don't have the ORACLE manuals, you can search tech-net manuals for relevant chapters that discuss character sets and NLS Language support.
