Newbie: Problem running Management Server

I have downloaded 8.16 enterprise and am having difficulty getting started. After I installed the management server, I tried to log into the enterprise manager, which told me that the management server was not available.

Sure enough, when I checked the services, the Management server service was not running. I tried to start it but was given the following error:

Could no start the OracleOraHome81ManagementServer on Local Computer Error 997: Overlapped I/O operations in progress

Any ideas?
