How to send e-mail from PL/SQL???

Hi,

    I had developed a billing system,
    and I wish it can send daily report using e-mail automatically.

    I founded some way to doing this, but they are all using OS command like "sendmail",

    is there other way to send e-mail from PL/SQL??? Thanks for advise~~ ^_^
