On my HP-UX 11 (32-bit)
I have a 2G file limit (imposed by unix).

One can also set a file limit on a per user basis (not exceeding the 2Gb unix limit)

This may be overly obvious, but is there more than 982Mb AVAILABLE on the drive/volume?
