For the "i want to at least be able to get a log of who logged in as who, and when to the oracle server" part, I suggest that you audit sessions. After that, all you have to do is query the aud$ table via the dba_audit_session view.
I do it here and it's the fastest way to know who loged in when. All that can be queried naturally via SQL Plus as you wanted.
As far as knowing what the users/developpers are doing, go with the trace as already mentioned to you.
