Could it be possible that the user has been granted the resource option which I believe would give that user access to all tablespaces. Creating the default tablespace of users doesn't stop a user from creating objects else where it just points them in the right direction if they don't have a clue about create table <..> tablespace <.....> ; Revoke resource from that user and explicitly grant the user the needed grants.
