ODBC dependencies on SQL Net (or Net8)

Does anyone know whether you can connect to an oracle database from a client
program (such as Excel) using ODBC *without* having to install any Oracle
client software?



Or to put the question another way, what is the minimum software has to be
installed on a client PC to connect ODBC compliant app with a remote
database?
