I should have been more specific. By "up" I meant that the various OS level services (Listener, etc) may not be running. The idea I was trying to get across was that there was nothing running to connect to.

BTW, it's not polite to insult people, as in your comment, "Since a database hasn't been created yet it isn't difficult to know that it isn't 'up'. "
