Since a database hasn't been created yet it isn't difficult to know that it isn't 'up'. The database doesn't have to be up to have svrmgrl running. I should expect that the environment isn't properly set up. Double check your installation checklist; below is a list of pertinent Oracle environment variables:

ORACLE_HOME (ex: /usr/local/oracle/8i/u01/app/oracle/product/8.1.5 )
ORACLE_BASE (ex: /usr/local/oracle/8i/u01/app/oracle)
NLS_LANG    (ex: 'american_america.US7ASCII')
ORA_NLS33   (ex: $ORACLE_HOME/ocommon/nls/admin/data)
TNS_ADMIN   (ex: $ORACLE_HOME/network/admin)
LD_LIBRARY_PATH (ex: $ORACLE_HOME/lib)
ORACLE_TERM (ex: vt100)
ORACLE_SID Don't forget to include $ORACLE_HOME/bin in your PATH as well.
