copy data from one database to another

I have two database instances k51 and k52 on the same machine. I have a database link from k51 to k52. Both databases have the same table cbr_user. If I wanted to copy everything from cbr_user from one k51 to k52, how would I script that? Thanks.

Also, what If I wanted to do the above, but copy only items that had a release_id value of 123456? Thanks again.
