Have you solved your problem yet!

We were wondering what the story behind this installation was. The symtoms all look like the type you might get as you are setting a fresh system up. Has this ever worked.? Has a zealous System Administrator been 'tidying' privilages. Is your used 'oraarp' part of the OS group 'dba'?
