Wont autoShutdown on NT4/Win2k

I've opened a TAR in 8.1 because the Oracle engine does not properly communicate with the Microsoft Services manager. From the command line, a "NET STOP OracleService<SID>" works fine. But, with Oracle running, try doing a soft reboot of the O/S and the ALRT log shows no evidence of ever having received a shutdown immediate. Goes from the end of one startup to the beginning of the next. I've got ORA_<SID>_SHUTDOWN set to true in the HOME0 just like it says in the book. Oracle support says that this has been a known, open bug for awhile. Anybody got a solution?
