Not really. If a block is put back on the free list after data deletions, it will be used before a new extent allocation is made. However, that's a big 'if'... the whole point of PCTFREE is that it takes a heck of a lot of deletions before a block is returned to the free list. It's perfectly possible to have tons of free space within all your blocks -just distributed in such a way that none of them quite get back down to PCTFREE -and hence all appear to be unuseable to Oracle. At that point a new insertion would cause the acquisition of a new extent.
