We are thinking that if it is a 'temporary license' issue you would have come across it before now. Temporary licenses are normally from no more than a couple of months.

How have you logged on - as <SID>adm for example.

If this is how try looking in the STARTUP_<SID>_<INSTANCE_ID>.LOG file for the log of startup success or failure messages.

Also you could try issuing

 R3trans -d

which will return 0000s if succesful or give messages if permissions are not correct.
