One thing you hav'n't said is what event caused this situation to arise. It is almost as if you are not logged on to the oracle owner account or an OS user with dba access.

Try looking at your 'env' variables to see if they are all correct. If not sure post them here.

There are one or two oddities of the SAP R3 install with regards the setup. This would only really be a problem if you are doing an install over an Oracle's own install.
