No, this is not true. On the contrary, between two databases with the same name it's impossible, especially if both databases are in the same domain and global_names = true. I don't know better that this parameter must be true in order to be able to use advanced replication. You can have identical databases as long as they are in different (DNS) domains, eg prod.oracle.com and test.oracle.com.
