The term "database" is quite uncleare in this context... what you mean by "two databases"?

If you mean two different Instances of Oracle responding to two different name, it is
perfectly possible, you have only to create another instance.

If you meant two different set of tables for two different "users" (schemas), it is
possible without the use of a different instance. You can create any numberof user into
one instance, then create the table for the user, do not give select grant to any
other user.

If you meant two different Server (for example an Oracle 7 and an Oracle 8), I think
this is quite difficult if not impossible...

The TechNet is Microsoft-Based and you will find nothing on it regarding Oracle, if you
want to know how to create an instance or a "database", look into the On-line documentation
about "administering and creating instances and databases".
