ORA-12545: Connect failed because target host or object does not exist

I don't know if this is the correct place to ask, if not, please excuse me. I have an NT Server with Oracle 8i, I've created 3 instances on the same server, the first two are called DEV1 and TUSS, the third TDEV. If I use SQLPlus from the server I can connect and use all the instances, without problems.

The subject error came when I try to connect to TDEV from my NT Wks Client. However, the other instances work fine from the same client!

I checked the TNSNAMES.ora and other configuration files, but I can't understand exactly where the problem is.

Some idea?
