ORA-12223 and ORA-00020

I got these error messages when I start up a large number of connection in sequence. More than 200 from a script.

ORA-12223: TNS: internal limist restricition exceeded. ORA-00020: maximum number of process (%s) exceeded.

also I get the following ODBC errors.

S1000
08003

Any ideas to what resource I might be running out of. And how I can increase them.
