   I created the database pipe command processor daemon as defined in the Oracle documentation (PL/SQL Input & output, Database Pipes) and can now execute any system command from within PL/SQL and triggers.

   You can tweak their procedure to run the system command as the user running the PL/SQL block (if the daemon is running as root.)

Works rather well for us.
