WebDB - P/SQL - File-Upload

hi here's my problem:

i'm usind orcale 8.1.5 on windows nt with web 2.1. i developed an intranet using just the webdb-listnener and pl/sql procedures. now i want to do file-uploads but the cartrige owa_content (which is used by the oas for uplaod) isn't part of the webdb-distribution. since i does not have the oas (and do not plan to use it). so when i install the owa-toolkit supplied with webdb i get everything i need, except the websys-schema and the owa_content package.
now i wonder if someone knows a way how to use the webdb-tables and packages to do file-uploads, since i know that webdb can do file uploads! an other sulotion would be to install a newer version of the pl/sql web-toolkit (with owa_content) but do u get it, and/or the docs, somewhere for free ?

btw: i want to store image in (internal) blob-fields. when i follow the oas-instructions i do not get an error, but i don't know what data to store, since there i don't know where the form-data/mulitpart - content is stored in webdb.
