In one of the comanies I worked for's case it was so they did not ned to type in another password and username and maintain this list on the oracle system.
The users always just press ENTER when the login screen for the application comes up. They of course still login. But I guess it is to simplify maintenance of passwords ect.

Yes exactly but that "could be " what they want.

There are of course security issues. For example I could sit down on the DBA's PC when they are at lunch login to oracle turn off the server and delete all control files.
