Confused over AS and IS

Thanks for you help in advance.

I am confused as to the significance of the AS and IS in things like :

Create procedure x() AS - why not IS. i.e. is there some sort of reasoning I can apply to know when to use AS or IS.

Create type X AS/IS varray….

create or replace trigger before NO AS or IS ?

Any way, there must be a rhyme or reason for AS and IS --- does any one know what it is?
