I hope this clarifies John's post rather than muddies it.

The architecture for oem v2 is as follows

Client machine - Runs OEM Console and associated operations

Management Server - Runs Oracle Management Server - stores info in repository.

Database Servers - Run database instances and optionally (but preferably for full functionality) Intelligent agents. One of these also holds the repository instance.

So there are 3 logical tiers to the architecture and you would apopear to be missing the middle tier. NB it is possible to run all of these on the same physical machine which might well cloud the issue for you. As John says this ground is well covered in the manuals , I'd especially recommend the enterprise manager concepts manual.
