Problem starting Listener (Oracle 8.16) in Win2k Professional Edition

Hi All,

Our system administrator had just recently installed Oracle 8.16 on Windows 2000
Professional server and had ran into some problem with the listener. I tried invoking
the listener manually (lsnrctl) only to find that the listener.ini and log file does not even exist in the specified path (ie. c:\servers\oracle\ora81\network\..) and the client setup utility is not installed. (Such as Net 8 Easy Config, Net 8 Configuration Assistant and Assistant utilities)

The only thing that I can think of is to manually configure the listener.ini file obtained
from the sample folder in the network directory but was told that it will probably not
work.

So before going any further, I am just wondering did anyone went through the same problem that I am encountering or have any pointers towards this issue.
