In 8.1.5 you can use autonomous transactions to run the dbms_alert in.

Pre-8.1.5 in Unix you can use a trigger before insert that writes to a pipe with utl_file. Another external process reads from that trigger and sends e-mail or does something useful, e. g. write a message to a screen.
