It is strange. I am not having that problem with 8.1.5EE nor 8.1.6EE on 2.7_x86.
What are you getting from within Oracle as a reaction on ALTER DATABASE CREATE CONTROLFILE TO TRACE command? Check in alert_<SID>.log content. Check permissions on user_dump_dest directory - it should be drwxr-xr-x for oracle:dba.
